On the Telegram app for Android:

2. Tap the Edit icon on the top right side of the group information page. If you don’t see the pencil icon, tap your group photo once.
   
   
3. Scroll down and select “Reactions.”
   
   
4. Enable reactions and select the emoji reactions that you want to use on your group chat.
   
   

That’s how you enable reactions on the Telegram mobile app for Android. As an admin, you can choose which emojis the emojis that are available for reacting to messages within your conversation.
